such a result. though I am entirely at a loss to know how he occupies his time at present.

1. I am not troubling Your Lordship with my various Memoranda or the correspondence connected therewith, but in lieu thereof I inclose some remarks of Mr Austin & changes at the Treasury which on the Enclosure No. 2 I think give a fair resume of the former and present state of that Department, which must yet be regarded as only in a transition state which I hope may result in a permanent saving of $7000 with increased Departmental efficiency.

I have the honour to be, My Lord, Your Lordship's most obedient humble servant, Richard Graves MacDonnell Governor.

MINUTE PAPER.

Sir W. H. Mitchell

This is the first step proposed Treasury Reformer 19th Jan 1839 for the Hongkong Treasury has abolished the Treasury Vault and arrangements have been made that all future receipts will henceforth be conducted through the Oriental Bank.

I have no doubt that this is a very good step. It appears that the Auditorship & Treasurership may be abolished and an Accountant substituted with the Council's approval.

The past antecedents are so much in the way of Mr. Wright whose conduct is so well known & have been so satisfactory that I do not imagine there will be much difficulty in making arrangements for him to take a pension.
